Meaning: it could go either way.  I can't decide if I'm going to do this or I'm going to do that
How to use in a sentence: It was heads or tails as to if they were going on the picnic.  It was raining out, but the weather forecast called for sun.  I asked if we were going on the picnic and mom said, "It's heads or tails, we'll have to wait and see if the sun comes out."
